A man accused of an attempted kidnaping in Encinitas in October has been arrested by Orlando, Fla., authorities, the San Diego County Sheriff’s Department said Friday. Kenneth Lee Shoaf, 29, was apprehended on a $100,000 arrest warrant. Shoaf allegedly forced a 7-year-old girl into his car outside an Encinitas self-service laundry Oct. 6, a sheriff’s spokeswoman said. The girl started screaming, alerting her aunt, who ran to the car. The girl then escaped by jumping from the open passenger window. The driver sped off. Shoaf is scheduled to be extradited to San Diego Friday, according to the spokeswoman.
