Fire believed started by an arsonist gutted a counseling and referral agency for alcoholics in Torrance, just hours before officials were scheduled to dedicate the facility’s new drop-in treatment center. The blaze, which was spotted by police officers, started in the records office of the National Council on Alcoholism of the South Bay, Torrance Fire Marshal Denny Haas said. A window panel in the office, located in the 1300 block of Post Avenue, had been removed, he said. Firefighters estimated damage at between $50,000 and $75,000. James Boyd, one of the directors at the facility, said officials hope to find a temporary home for the center by today. He said the drop-in treatment center, which has been open for several months, was scheduled to be officially dedicated Thursday.
