Governor Appointed Byron L. Nishkian of San Francisco to the state Parks and Recreation Commission. A Democrat and semi-retired partner in an engineering firm, Nishkian replaces John C. Williamson of Davis, whose term expired. Commission members are reimbursed for expenses. The position requires Senate confirmation.

Assembly Floor Action:

School Buses: Approved and sent to the Senate on a 74-0 vote a bill (AB 37) by Assemblyman Richard Robinson (D-Gardena Grove) to require more than 8,000 school buses being used to transport students to be upgraded to meet federal safety standards.

Social Security: Approved and sent to the Senate on a 58-2 vote a resolution (AJR 59) by Speaker Willie Brown (D-San Francisco) asking President Reagan to keep his word never to reduce expected benefits of current Social Security recipients.

Anti-apartheid: Approved and sent to the Senate a series of six anti-apartheid resolutions, including one (AJR 22) by Assemblyman Elihu M. Harris (D-Oakland) asking the President and the U.S. State Department to welcome and grant asylum to refugees from South Africa. It received a 45-16 vote.

Clove Cigarettes: Approved and sent to the Senate on a 62-8 vote a bill (AB 2559) by Assemblyman Richard L. Mountjoy (R-Monrovia) asking for a state study of the causal relationship between teen-agers smoking clove cigarettes, lung injuries and other health problems.

Senate Floor Action:

Hazardous Waste: Approved and sent to the Assembly on a 37-0 vote a bill (SB 471) by President Pro Tem David A. Roberti (D-Los Angeles) to grant tax credits to producers of hazardous waste who purchase equipment to treat, reduce or recycle such waste.

Harness Racing: Defeated on a 23-8 vote a bill (AB 451) by Assemblyman Richard Alatorre (D-Los Angeles) to permit an additional 15 weeks of harness racing at the Los Angeles County Fair in Pomona. A two-thirds majority or 27 votes were required for approval.

Municipal Court Judicial Salaries: Approved and sent to the Assembly on a 30-1 vote a bill (SB 857) by Sen. Alan Robbins (D-Van Nuys) to increase the salary of Municipal Court judges from $66,449 to $70,743, effective next Jan. 1.

Committee Action: Credit Card Purchases: The Senate Judiciary Committee approved a bill (SB 848) by Sen. Herschel Rosenthal (D-Los Angeles) to prohibit retailers from imposing surcharges on consumer credit card purchases. A 6-3 vote sent the bill to the Senate floor.

Japanese-American Museum: The Senate Governmental Organization Committee approved a bill (SB 1452) by Sen. Art Torres (D-South Pasadena) to appropriate $750,000 for a Japanese-American Museum in the downtown Los Angeles area. The City of Los Angeles has pledged to provide another $1 million. A 7-0 vote sent the bill to the Appropriations Committee.

Multiple Murder Cases: The Senate Judiciary Committee also approved a bill (AB 1988) by Assemblyman Norm Waters (D-Plymouth) to allow the state to reimburse rural counties with small populations for most of the costs of investigating multiple murder cases. A 6-0 vote sent the bill to the Appropriations Committee. Waters represents Calaveras County, where authorities are investigating the slayings of as many as 25 people. One suspect, Leonard Lake, killed himself while in police custody last month. Another suspect, Charles C. Ng, was captured in Canada last weekend.
