Ray Blair, San Diego’s former city manager, Friday was awarded a disability retirement of $2,320.13 monthly--or $27,841.56 a year--by unanimous vote of the city’s retirement board.

Blair, 59, resigned two months ago, citing high blood pressure and the continuing stress of his job. He had suffered a near-fatal aneurysm near his brain in April, 1984, but returned to work in the fall.
