Federal prosecutors here broadened their drug charges Monday against Rene Martin Verdugo, a Mexican with alleged links to the kidnaping and torture of U.S. Drug Enforcement Administration agent Enrique S. Camarena in Guadalajara last year.

A 41-count indictment, which names 39 defendants, alleges that a ring led by Verdugo smuggled more than $36 million worth of marijuana into the United States from Mexico between November, 1983, and February, 1985.

Verdugo, charged in 23 of the counts, has been in jail in San Diego since late January, when he was abducted in San Felipe, Baja California, and driven to the U.S. frontier by six Mexicans who shoved him through a border fence and into the hands of waiting American agents.
