South County : Board Extends Deadline on Bids for Cityhood

The Board of Supervisors on Tuesday granted the county’s unincorporated communities an extra two months to submit their applications to become cities without losing several hundred thousands of dollars in property tax revenues.
A new state law requires communities applying for incorporation after Jan. 1 to reimburse counties for start-up services that are now provided free.
Several south county communities, including Mission Viejo, Laguna Niguel and Dana Point, have been struggling to complete their applications so they could submit them to the county’s Local Agency Formation Commission before the deadline.
County Supervisors Bruce Nestande and Thomas F. Riley, whose districts include most of the unincorporated communities, have expressed concern that some of the communities may be rushing ahead with incorporation efforts without assessing the feasibility and level of community support for a city.
