Penn State and Miami players, rivals in the Fiesta Bowl, will join college all-stars from around the country seeking to boost their stock for the National Football League draft in today’s 62nd annual East-West Shrine football game (Channel 56, 3 p.m., delayed) at Stanford Stadium in Palo Alto.

Miami center Gregg Rakoczy will be blocking for Penn State running backs D.J. Dozier and Steve Smith on an East team that also includes linebacker Don Graham of the national champion Nittany Lions.

The West squad has Washington defensive tackle Reggie Rogers, Brigham Young receiver Mark Bellini, and linebackers Dave Wyman of Stanford and Marc Munford of Nebraska.

NFL scouts will be among the expected 70,000 spectators, and they will be taking a close look at quarterbacks Tracy Ham of Georgia Southern, Dave Yarema of Michigan State and Jeff Van Raaphorst of Arizona State.

Heisman Trophy winner Vinny Testaverde of Miami will lead the East against the West in the Japan Bowl at the 30,000-seat Yokohama Stadium in Tokyo (ESPN, 7 p.m. PST). The East roster also includes Alabama quarterback Mike Shula.

Chasing Shula and Testaverde around will be the West’s 6-4, 280-pound All-American nose guard, Danny Noonan of Nebraska.

In Honolulu, Heisman Trophy runner-up Paul Palmer of Temple heads the East roster for the Hula Bowl (Channels 4 and 39, 1 p.m. PST). The East team also will have three Penn State players--offensive tackles Chris Conlin, center Keith Radecic and fullback Tim Manoa.

Jim Harbaugh of Michigan is expected to start at quarterback for the East and will be backed by Don Smith of Mississippi State.

Chris Miller of Oregon and Cody Carlson of Baylor will share quarterback duties for the West. The West offense will include running backs Rick Fenny of Washington and Spencer Tillman of Oklahoma.
