Toby Harrah, who retired from the Texas Rangers three weeks ago, was named manager of the Oklahoma City 89ers, the club’s Class AAA farm team in the American Assn. Harrah replaces Dave Oliver, who has been appointed to the Rangers’ major league coaching staff.
