Assembly Bill Introductions:

Parks: AB 1794 by Assemblyman Jim Costa (D-Fresno) would place a $425-million bond issue for park development on the June, 1988, primary election ballot.

Health: AB 1215 by Assemblyman Bruce Bronzan (D-Fresno) would place a $750-million bond issue to improve county health-care facilities on next year’s primary ballot.

Senior Citizens: AB 1304 by Assemblyman Richard E. Longshore (R-Orange) would make it a misdemeanor to harass or terrorize a senior citizen by any method and allow law enforcement officers to make arrests with probable cause without witnessing the act. Senate Bill Introductions:

Homeless: SB 1208 by Senate President Pro Tem David A. Roberti (D-Los Angeles) would appropriate $10 million in state tidelands oil funds for aid-to-the-homeless programs in Los Angeles and five other major counties.

AIDS: SB 1001-1004 by Sen. John Doolittle (R-Citrus Heights) would require AIDS tests for people applying for marriage licenses, make it a felony offense for an AIDS carrier to knowingly give blood and increase prison sentences for people who commit certain sex crimes knowing that they are infected with AIDS.

Elections: SCA 19 by Sen. Leroy Greene (D-Carmichael) calls for the election of the governor and the lieutenant governor jointly, starting in 1990. Miscellany

Frank Fat’s Appointment: Senate President Pro Tem Roberti has appointed Frank Fat, who operates a legendary Chinese restaurant a few blocks from the state Capitol, to the advisory board of the Senate Select Committee on Small Business Enterprises. There is an old saying in Sacramento that more important state business is conducted inside Fat’s than under the Capitol dome.
