Simi Police Fire Second Officer Accused of Molesting Scout

The Simi Valley Police Department has fired a second officer accused of sexual misconduct with a 16-year-old female Explorer Scout, authorities said Friday.

Allen Walter, 32, was fired Thursday as a result of a police investigation into alleged unlawful sexual activity with the girl, Sgt. Ken Tacke said.

Walter was charged last month in Ventura Municipal Court with unlawfully having oral and vaginal sex with the Scout and showing her pornographic videotapes on 13 occasions.

Investigated Sex Crimes

A Moorpark resident and nine-year member of the force, Walter was a detective who had investigated sex crimes and child abuse for about a year, Lt. Rick Ter Borch said.

The girl, who turned 17 last September, was part of a group of up to 20 Explorer Scouts who observe police work and help officers with clerical jobs. Explorer Scout posts are a division of the Boy Scouts of America.

Walter engaged in sexual acts with the girl on at least 16 occasions between December, 1985, and April of this year, Ventura County Deputy Dist. Atty. Charles W. Campbell Jr. said last month when the charges were filed.

On 13 of those occasions, he showed her X-rated videotapes, the prosecutor said.

Walter was relieved of duty with pay on June 9 after the allegations first surfaced, Sgt. Tacke said.

In April, officer Timothy D. Campbell was fired after allegations surfaced about sexual misconduct with the same girl. Campbell is charged with one count of sexual battery, alleging that he fondled the girl on a single occasion in December, 1985, the deputy district attorney said.

Campbell, who lives in Simi Valley, was an officer for five years and was assigned to the Police Department’s administrative operations section, where he was in charge of training procedures, police said.

Both officers have pleaded innocent to the charges. Walter is scheduled for a preliminary hearing in Ventura Municipal Court on July 30; Campbell’s trial is scheduled for September.

Two more Simi Valley officers are the subjects of an internal investigation into possible “inappropriate conduct” with the Scout, Ter Borch said.
