Torrance : Cultural Center Stand-Off
The architect of the Torrance Cultural Center is unwilling to pay the cost of a new set of plans after the lowest bid received on the first set of plans came in more than 50% above budget, according to Mayor Katy Geissert.
The City Council is insisting that the Glendale architectural firm of Wendell Mounce bear the costs of any redesign work. A spokesman for the firm declined comment.
The initial budget for the structure was about $11 million. The two bids submitted for the project were for $16.7 million
and $18.2 million.
