The California Department of Forestry was criticized by the Monterey County Fire Chiefs Assn. for alleged lack of organization and poor communications during the May 31 Pebble Beach blaze that destroyed 31 luxury homes. The chiefs told the Monterey County Board of Supervisors that so many agencies were involved and communications were so faulty that local crews did not know where to report for duty. The report offered 27 recommendations, including one for the drafting of special emergency evacuation plans for high-fire-risk areas.
