Pros and Cons on California’s Mandatory Auto Insurance Law

I read about the ruling allowing police to enforce the mandatory insurance law whenever a person is stopped for a violation or involved in an accident.
But why do we need to wait so long?
Why not require proof of insurance before registering any vehicle. And that proof must be in the form of a guarantee from a responsible insurance company or agent valid until renewal of the registration--when it would be required again and again. Then and only then will there be some serious responsibility on the part of a motorist.
The argument that insurance is expensive--and even more so for the poor living in high-accident areas--only means that those who cannot afford insurance cannot afford a car. Does a citizen have the right to own and drive or is this not a privilege? People can take buses,bicycles or even walk.
