The rabies death of a 13-year-old boy has prompted a state order designating San Francisco as a rabies control area, requiring the city’s estimated 100,000 dog owners to vaccinate their pets, health officials said. The ruling took effect Feb. 4, following a declaration by the state’s Northern Region Rabies Advisory Committee. Health officials said the rabies control designation, which has been standard in all other San Francisco Bay Area counties for many years, had not been necessary in the city because there had been few cases of the virus there.
