Firefighters declared 96% containment of a week-old border blaze that scorched more than 12,000 acres of wilderness in Arizona and Mexico and spread to the top of a 9,500-foot peak. Despite a flare-up of “islands” of trees and scrub brush within the fragile perimeter, firefighters expected to have the fire in the rugged Miller Peak Wilderness Area in Sierra Vista, Ariz., under full control by late tonight. U.S. Forest Service spokesman Dennis Brandolino said that the 160 people still on the fire lines were helped by light winds and high humidity. Rain was also forecast.
