The Rancho Palos Verdes City Council has decided to place a homeowner-proposed view-protection initiative on the November, 1989, ballot despite a request by proponents that voters be allowed to make a decision this November.

Petitions circulated by the Rancho Palos Verdes Council of Homeowners Assns. contained more than enough valid signatures to qualify for next year’s ballot, but not enough to compel an election this November, according to officials.

The association, which contends the city is not protecting views threatened by buildings and vegetation, argued that there is sufficient public interest to justify a vote this year. But the City Council, which questions the clarity and constitutionality of the initiative, voted Tuesday to put it to a vote in 1989.

Meanwhile, the council is considering a tree policy of its own that would allow trees in public rights-of-way blocking views to be removed at the expense of complaining residents. A council vote is expected Oct. 4.
