A man and woman were arrested Friday on suspicion of murder after a woman was found shot in the head in a Westminster home.

Roger Hartley, 26, of Westminster, and Katherine Lacy, 25, whose address was not available, were arrested at the Sixpence Inn in Westminster, about 3 miles from homicide scene.

The body of Victoria Grimmer, 32, of Westminster was found in a bedroom at about 9:30 p.m. Thursday at a home at 5631 Placer Ave. by someone who lives there, police spokesman Tom Broderson said. The front door had been jimmied and left open, he said.

Neighbors said Hartley’s mother lives at the Placer Avenue home. Police did not know if Grimmer also lived there.

“We have no motives at this time,” Broderson said. “Someone found the front door open and discovered the woman (who) had died from a gunshot wound to the head.”

The two suspects were arrested because of preliminary information gathered by police investigators, Broderson said. Police would not give details of that information, nor the relationship between the victim and suspects.

Neighbors said that police on previous occasions have visited the home.

“They had so many people inside there that we called it a flophouse,” said one neighbor who did not wish to be identified.

Hartley was described by a neighbors as a “good-hearted kid” who several years ago “got in with a bad crowd.”

Another neighbor said he heard a loud noise, like a door had been kicked in, but that he didn’t hear a weapon go off.

Both suspects were being held at Orange County Jail.
