Local News in Brief : Countywide : Environmental Agency Managers Reshuffled

Ernie Schneider, director of the county Environmental Management Agency, announced a major management reorganization on Monday, saying that he wants to broaden the experience of each of his top administrators.

Schneider said the changes were prompted by the retirement of the county’s public works director, Carl R. Nelson, which offered an opportunity to “do some long-range thinking and to reassess the agency’s current . . . professional development practices.”

“It is desirable that executive management be cross-trained in at least one other EMA function” to broaden experiences and prepare for future personnel changes, Schneider said.

The changes will mean that William L. Zaun, now director of transportation, will become the new director of public works; Ken R. Smith, director of regulation, will become director of transportation; Ronald J. Novello, director of administration, will become director of regulation; Robert F. Wingard, director of Harbors, Beaches and Parks, will become director of administration, and Robert G. Fisher, director of planning, will become director of Harbors, Beaches and Parks.

Schneider said Michael Ruane, manager of environmental and special projects, will be the interim director of planning until the position is filled in a formal recruitment.

All of the changes are effective Nov. 14.
