A major religious complex in the San Dieguito River Valley near Fairbanks Ranch won approval Wednesday by the county Board of Supervisors after the Fairbanks homeowners group gave its nod to the Temple Beth Israel project.

Supervisors voted unanimously to allow the 58,000-square-foot development on the flood-prone property along El Apajo after noting that residential development would not be desirable because the site is next to an animal hospital and boarding facility and a Catholic church now under construction.

Al Frowiss, speaking for the San Dieguito Planning Group, said the group opposed the project because of potential flooding, traffic congestion and incompatible land use. He was joined in opposition by Sierra Club spokeswoman Emily Durbin and Audubon Society representative Norma Sullivan.
