Court Asked to Lift Prop. 103 Stay
Backers of Proposition 103 asked the California Supreme Court today to lift its temporary stay of the voter-approved insurance rate-slashing measure.
“The people have spoken. Passage by citizens of Proposition 103 . . . reflects our voters’ insistence upon lower insurance rates,” wrote attorney Joseph Cotchell for Access to Justice Foundation, which sponsored the measure. Cotchell filed a 26-page argument requested by the high court, which called the insurance industry predictions of chaos a “chorus of gloom and doom.” He urged justices to lift the temporary stay imposed Nov. 10, or failing that, to stay only the 20% rollback provisions of the new law.
