The NFL Management Council said that 468 players will become unconditional free agents on Feb. 1 under a plan that owners say they will impose if there is no other labor contract agreement.

The players’ union said only 113 players would become unconditional free agents under the plan, and union leader Gene Upshaw called management’s explanation “a public relations ploy.”

For the second season, NFL players are without a contract after unsuccessful negotiations and a 24-day strike last year.
