A San Diego County Grand Jury report blamed poor management by the Sheriff’s Department for inadequate jail medical services and urged that coroner’s investigative reports on inmate deaths be forwarded to the district attorney’s office for review. The report, which followed a yearlong probe of jail conditions and included a host of recommendations, was requested by Sheriff John Duffy after news reports suggested that many of the 82 inmate deaths since 1971 were caused by deputies’ use of excessive force, poor supervision of suicidal prisoners or inadequate medical care.
