Joe B. Rodriguez, a spokesman for the group, said 15 artists will be commissioned by the Department of Cultural Affairs to produce the murals, working with young assistants. Experienced artists will receive $7,000 commissions, and inexperienced artists will get $5,000 for their work.

Rodriguez said the program is intended to teach painting skills to young people, instill neighborhood pride and provide artists with opportunities to beautify the city.
