Downey Savings & Loan Assn., Newport Beach, reported earnings of $5.8 million for the second quarter, a 22% increase from the $4.7 million posted for the like period last year. Revenue rose 44%, to $102.1 million from $71 million. For the first half of 1989, earnings totaled $26.8 million, more than double the $10.9 million posted for the first six months last year. Revenue increased 40%, to $199.4 million from $142.6 million. Assets as of June 30 were $4.2 billion, 31% higher than the $3.2 billion recorded for the same period last year.
