Long Beach : Bixby Knolls Beautification Assessment District Set Up

About 1,100 businesses in Bixby Knolls will soon be charged an extra annual fee to help promote and beautify the area.

The Long Beach City Council has created an assessment district for Bixby Knolls that will pay for “everything from steam-cleaning the sidewalks to advertising,” Councilman Jeff Kellogg said.

For business owners, the additional cost will average $159 a year and will be charged along with the business license tax.

The special district was requested by the Bixby Knolls Business Assn. and more than 300 businesses that signed a petition in support, Kellogg said.

Some business people, particularly professionals who did not believe they would benefit from the district, balked at the idea, Kellogg said. But, the councilman countered, “when this entire area is enhanced, everyone benefits.”

The Bixby Knolls assessment district will be the largest in the city, which has similar set-ups in Belmont Shore and downtown. The new district’s boundaries are west of Orange Avenue to the Long Beach Freeway, roughly between Del Amo Boulevard and Signal Hill.
