BIG BROTHER? High above the interchange of the Santa Ana and Costa Mesa freeways, Caltrans plans to mount two video cameras--but not to catch speedsters. . . . The cameras will not discern license plate numbers, Caltrans’ Albert Miranda says, but shots of accidents or stalled traffic will help Caltrans workers dispatch tow trucks or paramedics. . . . The $80,000 system is to be up by February.
