In an effort to control rowdy soccer fans, organizers of the 1990 World Cup may make England play its initial matches in Sicily.

Italian organizers indicated this week that the English team is likely to play in Palermo, organizing committee sources said.

World Cup games will be played in 12 Italian cities and the most popular teams are expected to play in Rome, Milan, Verona and Turin.

Also, AEK Athens was banned for one season from European Club competition and Real Madrid was fined $125,000 by the Union of European Football Associations, governing body of European soccer, for fan rowdiness and player misconduct.
