More Students Opt for Tough Courses

More California high school students are signing up for harder courses, including those required for college admission and advanced placement, state school Supt. Bill Honig said Monday in releasing his annual “report cards” for high schools.

“We’re seeing these increases all over the state--in urban districts, in rural districts and in suburban districts,” Honig said.

The Performance Report for California Schools, issued annually since 1983 as part of an effort to improve school results and accountability, provides information on 40 different measures for each high school in the state. The data includes such information as enrollments in academic courses, test scores and dropout and attendance rates, as well as public university attendance rates, level of participation in extracurricular activities and student ethnicity, teacher background and parent education, often used as a measure of a family’s socioeconomic level.

Each school is compared in each area with statewide averages and also with other schools with student bodies from similar socioeconomic and ethnic backgrounds. For example, Reseda High School in the San Fernando Valley, part of the Los Angeles Unified School District, scored in the 34th percentile statewide for the percentage of its students who enrolled in advanced mathematics classes. But when compared with similar schools throughout the state, it ranked in the 52nd percentile.

The Times is publishing summaries of reports for local high schools. Some reports appear today; others will appear later, according to which part of Los Angeles County a particular school is located.

Honig said the detailed reports, which he called the “most complete in the nation,” are meant to help school officials “get a handle on how they are doing” in a wide range of areas.

“Overall, it’s a positive report, and we’re happy with it,” Honig said, adding that data from the reports will be used in next week’s state “education summit” to help come up with an improvement strategy. The state’s conference, to be held Dec. 12 and 13 in Sacramento, is an outgrowth of President Bush’s national education summit this fall, called to find ways to improve often-dismal results in the nation’s public schools.

However, parents trying to determine which schools are “good” or “bad” will not find these report cards an easy read. There is no comparison included with other schools in a certain district, nor is there any attempt to put the schools into a best-to-worst statewide ranking overall.

Bill Rukeyser, a spokesman for the California Department of Education, said parents can look at all factors for a given school and decide for themselves which is more important: advanced courses in mathematics and science or in English; Scholastic Aptitude Test scores or California Assessment Program scores; extracurricular activities or the percentage of students going on to a public university.

“A report card is like the Yellow Pages--you don’t read it for fun, but it provides you with a lot of good information in a hurry when you are looking for something specific,” Rukeyser said.

He said he expects the report cards to become more useful to parents if more districts in California adopt a newly popular practice of allowing parents to choose among schools instead of automatically sending their children to a campus assigned by the district. They also can be helpful if parents are trying to decide which community to move into. In reality, most parents will be comparing only two or three high schools at a time, thus reducing the formidability of poring over so much data, he added.

Statewide, the report cards show that about 37%--or 59,000--more students are taking advanced mathematics than in 1983-84; 53%--or 34,000--more are taking chemistry, and 63%--or 16,000--more are taking physics, Honig said.

Honig did not give the reason for the increases, but they might be attributed in part to tougher entrance requirements by UC and Cal State campuses.

The number of students taking and passing advanced placement courses has more than doubled in the last five years to 52,000 out of a 1989 class of 250,000 seniors, Honig said.

In addition to the Department of Education’s annual reports, every school in California must come up with its own assessment and make it available to parents by the end of the school year. These reports are required annually under Proposition 98, a 1988 ballot measure that provided more funding for schools in exchange for increased accountability.

HOW TO READ THE SCORES

CAP Scores/CAP Scores Ranking

The California Assessment Program (CAP) is the statewide testing program that provides information on the academic achievement of students in public schools for grades 3, 6, 8, and 12. Only two years of data are available because a new grade 12 test was administered in 1988. The relative percentile rank compares a school’s performance with that of similar schools. The statewide rank expresses how a school performs in comparison with all other schools in the state.

Course Enrollments

Enrollments in advanced courses are viewed as an indicator of academic rigor for high schools. The reported figures reflect enrollments among 11th and 12th graders in advanced math (geometry, calculus and trigonometry) and advanced science (all science courses certified by UC as meeting the “a-f” requirements, such as biology, zoology, advanced physics (see UC Required Courses below)).

For chemistry and physics, the percentage of seniors enrolled is reported. The (+) or (-) symbol indicates whether the enrollments in these courses have increased or decreased since 1983-84. For fine arts and foreign language enrollments, the (+) or (-) indicates an increase or decrease in senior enrollments since last year only.

Dropout Rate

This figure represents the rate by which students who were enrolled at the beginning of grade 10 (1985-86) dropped out during the following three years. A dropout is defined as any student who has been enrolled in grade 10, 11, or 12 but who left school before graduation or completion of a formal education, or legal equivalent, and who did not within 45 school days enter another public or private educational institution.

Attendance Rate

The rate reported is the actual yearly pupil attendance rate as disclosed annually by local boards of education. The statewide percentile rank is also reported. The 1987-88 statewide value is 91.3%.

Scholastic Aptitude Test (SAT)

The SAT includes a verbal section and a math section, each of which is scored on a scale of 200 to 800. In California, 450 verbal and 500 math are considered average scores; higher scores are achieved by those students doing well on the test.

For comparative purposes, the SAT data is reported for 1984 and 1988. Included are the percentage of seniors taking the test; the average verbal score, and the percentage scoring 450 and above; and the average math score and the percentage of seniors scoring 500 and above.

Advanced Placement

The Advanced Placement (AP) exams are given in 24 academic subject areas, such as biology, physics, French, calculus, music theory and computer science. Students who pass these rigorous tests (by obtaining a score of 3 or better, on a scale of 1 to 5) receive college credit. The figures reported for each school are the percentage of tests passed for 1984 and 1988, and the average score for all tests taken at the school for those years.

UC Required Courses

School principals report the number of graduates who complete the courses accepted by the University of California as requirements for admission, known as the “a-f” requirements. The courses include U.S. history, four years of English, three years of math, a laboratory science, two years of foreign language and elective courses. The statistic reported is the percentage of 1986 and 1988 graduates who completed the a-f course sequence.

Public University Attendance

Figures reported here are college attendance rates for the University of California (UC) and the California State University (CSU) for the graduates of 1986 and 1988.

Extracurricular Activities

Figures reported are the percentages of students who report that they are enrolled in one or more extracurricular activities and those enrolled in non-sports extracurricular activities.

Student Ethnicity

The ethnic breakdown of the school population is reported and compared with enrollments in advanced mathematics.

Teacher Ethnicity

Figures reported are the average years of service for the teachers at the school and the percentage of teachers having a master’s degree or a doctorate.

Parent Education

Parent education level is used as an indicator of socioeconomic status. The first three statistics show the percentage of students at the school whose parents have attained certain educational levels.

The statewide percentile rank shows where the overall parent education level at the school ranks among all other schools with a grade 12.
