The United States, the Soviet Union and nine other countries signed an agreement to test each other’s athletes for performance-enhancing drugs.
Details for such testing will be worked out in separate bilateral accords between national federations, it was announced. The agreement also said the countries should share all information on doping tests and sanctions, support establishment of common penalties for use of drugs and develop joint educational and research programs.
