HUNTINGTON BEACH : District Mails Offer Straight to Teachers

In an unusual move aimed at breaking the contract stalemate between the Ocean View School District and its teachers union, the district has sent copies of a new proposal to each of Ocean View’s 394 teachers.

A district spokeswoman on Friday said the maneuver was “by no means” intended to circumvent the union leadership, which represents about 300 of the teachers.

“This simply is an effort to clearly communicate to every teacher the details of the district’s offer,” said Gayle Wayne, administrative assistant to Supt. Monte McMurray.

Wayne declined to discuss specifics in the new proposal, which was presented Thursday to teachers union officials, except to confirm that it is a two-year offer.

According to Jim Harlan, executive director of West Orange County United Teachers, which includes the Ocean View Teachers Assn., the new district package proposes to restore full health benefit coverage--a major union demand--but slash its previous pay-raise offer.

“The district has come up with a proposal that finally addresses all the issues . . . but this is not at all adequate,” he said.
