State Refuses to Renew Fishermen’s Permits: Three fishermen out of San Francisco’s Fisherman’s Wharf were denied renewals of some controversial permits that opponents said gave them an unintended and unfair advantage that allowed them to trawl coastal waters. At issue was gear called the otter trawl, which proved effective at catching halibut close to shore. Opponents included sport fishermen and divers, who contended that the fishermen were depleting the supply of the fish.
