LA HABRA : Residents to Appeal Restaurant Decision

Residents upset about the Planning Commission’s vote to allow the reopening of a Harbor Boulevard restaurant will appeal the decision to the City Council.
The commission granted an operating permit to new owners of the restaurant, which used to be Characters. The permit allows the business to remain open until 2 a.m. nightly.
Bridgett Mongelli said she filed the appeal in City Hall on Tuesday. Mongelli and about 20 other area residents disrupted the Planning Commission meeting for about five minutes on April 9 following the vote to grant the permit.
The new owner, Cal-American Properties Trust of Los Angeles, was told by the commission that it must comply with more than 20 conditions, including restrictions on noise, trash and parking.
The City Council hearing will probably be May 1.
