SCOFFLAWS: When all the car-pool lanes open on local portions of the San Diego Freeway, perhaps this week, Orange County will lead the state in car-pool lanes, overtaking the Bay Area. But what to do about violators? . . . The county will pay the CHP for 1,000 hours of overtime for the next six months to look for car-pool culprits. . . . And on the Costa Mesa Freeway, in a test project, Caltrans will install signs with a cryptic message: “Carpool violation $246 minimum fine.”
