KCET Programs for Rent: Public-television station KCET Channel 28 plans to escalate its income-generating activities by entering the lucrative home-video market. The station also plans to set up a 900 telephone number to help viewers order the public-TV videos they want to buy and pay for them on their phone bills. “I don’t think there’s anybody who doesn’t sympathize with our need to find new revenue streams,” KCET spokeswoman Barbara Goen said.
