OXNARD : City to Seek Bids for New Signal System

The Oxnard City Council voted unanimously Tuesday to seek bids for a traffic signal system on Ventura Road that would be timed to respond to traffic volume.

The council voted unanimously last month to spend $250,000 in grants to install the Split, Cycle and Offset Optimization Technique (SCOOT) system.

Oxnard was selected to receive state funding for the project at the behest of Assemblyman Jack O’Connell (D-Carpinteria), said Bob Weithofer, city traffic and transportation manager. Ventura Road, which has 15 intersections, has been identified as the city’s busiest road.

Weithofer said the city must eventually spend $94,000 in traffic funds for additional signal improvements that will be used with the SCOOT system.

The system will be able to gauge the volume of traffic by electronically linking existing underground sensing devices, he said. The lights will be synchronized to minimize congestion, he said.

“It will be able to adjust on a minute-to-minute basis to the traffic on the roadway,” Weithofer said.

Weithofer said the system should be installed and operating by July, 1991.
