The Rancho Palos Verdes City Council this week adopted a 1990-91 general-fund operating budget of $8.3 million, a capital improvement budget of $7 million and special fund budgets of $3.4 million, for a total of $18.7 million.

The new budget essentially maintains the current level of services in the city, except for increases in the Recreation and Parks Department budget, where expenditures for new programs will be offset by user fees, Deputy City Manager Mark Rohloff said. There also are budgeted increases in the Environmental Services Department because of expenditures related to Proposition M, a view restoration ordinance approved by the voters in November, 1989, Rohloff said.

In other action, the council authorized a 75-cent monthly fee per household to implement a waste management program to meet the provisions of a state law that requires cities to reduce the amount of garbage they deposit in landfills by 50% by the year 2000. The 75-cent fee will be included in refuse bills.

“We’re budgeting $144,000 for an integrated waste management program,” Rohloff said.

The city already operates a curbside recycling program, which will remain in effect.
