Building Accident Prompts L.A. Inquiry : Permits: A councilman wants to know whether the developer had permission for a cement truck to block the hillside road it tumbled down.

Los Angeles City Councilman Mike Woo Tuesday directed city officials to investigate an accident in which a narrow Studio City road collapsed under a 30-ton concrete truck, which rolled down a hillside, damaging a house.

The driver suffered leg injuries in the Monday morning accident in the 3600 block of Avenida del Sol. The truck, which was on its way to a construction site, hit a house and demolished its porch, said Chip Worsinger, a homeowner who witnessed the mishap.

“The roads around here are not built for this kind of abuse,” said Worsinger, president of the Hillside Homeowners Coalition. The coalition has criticized Woo for not doing more to block construction on substandard lots and narrow streets in the Studio City hills.

City officials said they could find no record the developer, Bruce Cook, had a permit to allow the concrete truck to block the roadway. When the accident took place, the truck was moving--partly on the road, partly on a berm next to the road--and preparing to unload concrete for the construction of three single-family housesCook is building.

A permit is needed to block a street for construction purposes, said Ed Howell, a city Bureau of Engineering official.

Woo directed the officials of three city departments--Transportation, Building and Safety and Public Safety--to find out whether the developer had all the legally required permits and to determine whether Avenida del Sol can withstand heavy loads. He gave them two weeks to prepare their report.
