Does Ruth Reichl think that the San Fernando Valley has seceded from Los Angeles? In her listing of her top 40 restaurants, she lists not one single restaurant in the Valley. How about The Bistro Garden? Vals in Toluca Lake? They’re as fine as anything over the hill.
