GANGS: Well-meaning “education” and paint-over campaigns will never rid cities of their gang graffiti, says Devon Brewer, a UC Irvine student and Cal State Long Beach lecturer specializing in the subject. . . . Quoted in Time magazine, Brewer says gang graffiti is much tougher to fight than the “hip-hop” variety, which is done by individuals for personal recognition. Gangs use graffiti to claim territory, he says. “To deal with gang graffiti, you have to deal with the gangs.”
