SHRINKING: The number of people living outside cities in Orange County, above, could be halved within a year or so. . . . Incorporation efforts are well under way in El Toro and Laguna Hills, and the first steps are being taken in North Tustin. . . . Together the three areas have a population of 110,000. If they incorporate, about 95% of all county residents would be living within 32 cities.
