NO CONFLICTS: Why was Los Angeles County Dist. Atty. Ira Reiner announcing the indictment of Charles Keating on state charges involving an Orange County- based savings and loan? It’s a little complicated: Atty. Gen. John K. Van de Kamp, obliged to defend the state’s handling of the S&L; collapse, asked then Orange County Dist. Atty. Cecil Hicks to join the investigation. Hicks thought the feds had the best handle on the case and demurred; Reiner, never one to shun the spotlight, accepted.
