TOWER OF POWER: Motorists on Interstate 5 who just got used to seeing the words “Education First” on the 130-foot-tall Santa Ana water tower can get ready for a new sight in a few weeks: yellow ribbons. . . . The City Council authorized putting four ribbons on the tank, which was repainted two months ago, as a show of support for troops in the Persian Gulf. Four will be attached because “we wanted the entire city to see them.”
