OFF THE RAILS: The proposed high-speed train to carry gamblers from Anaheim to Las Vegas may be hurt by the Gulf War. . . . Officials say war uncertainties have dried up money for the project. Japanese investors are wary, too, and the California-Nevada commission planning the train says it will now take until 2002 to complete the line, five years later than planned. . . . Says Orange County’s Don Roth, “We don’t have any money.”
