Gang Violence and Gun Control

“In part because of letters and petitions from neighbors and ministers,” a 17-year-old gang member who was the driver of a car in the random murder of 5-year-old Ashley Johnson has been released to “home on probation.”
This young man participated in the murder of an innocent child. What did these letters say of any past socially redeeming deeds performed by him to warrant this special consideration?
(Junk bond king) Michael Milken has hundreds of letters on file with the judge attesting to the thousands of people whose lives have been improved through his personal acts of kindness and inspiration.
Why is Milken languishing in a prison cleaning bathrooms instead of teaching underprivileged children, other inmates or anyone else who has fallen through the cracks of the educational system?
You tell me which is the real intent of the system: to punitively punish or to rehabilitate and improve society at the same time?
