Covina : Property Tax Hike Deferred
Despite protests from a crowd of about 200, the City Council on Tuesday again delayed voting on a proposed property tax increase to pay for street maintenance and repair.
The council had decided May 7 to conduct a mail survey of registered voters and property owners before voting on the tax hike. On Tuesday, the council voted 4 to 1 to hold a special meeting Monday to decide the matter.
Audience members said they wanted the proposal voted down Tuesday, but City Manager John R. Thomson recommended the delay to review the survey results and a consultant’s final report. The city sent out 25,588 surveys and has received 3,306 responses, officials said.
Councilman Tom O’Leary voted no, saying that the idea of a tax should be dropped and that the survey was not valid. “The questions on the survey were phrased to elicit a certain response rather than solicit an honest one,” he said.
