The Uruguay Round of GATT trade talks could be wrapped up by the end of December, one year late, GATT Director-General Arthur Dunkel said in Geneva. Diplomats have committed themselves to speed up negotiations despite a row over farm subsidies that is overshadowing the talks, held under the auspices of the General Agreement on Tariffs and Trade. Dunkel said important recent developments, which he did not detail, would boost the resolve of the 108 participating governments to speed up the 4 1/2-year-old talks, which are aimed at freer trade and stronger growth. “The months of June and July will be an important testing period,” he told the round’s steering group, the Trade Negotiations Committee.
