A one-time informant for the Metropolitan Homicide Task Force has sued the city of San Diego, the San Diego Police Department and a former police sergeant, alleging that the former officer, Harold E. Goudarzi, raped her while she was working for the task force.

Goudarzi, 43, a 21-year veteran of the department, was fired after police administrators upheld charges that he had a sexual relationship with Denise Loche, a Mira Mesa mother of two who police said worked as an informant for the elite task force.

Contending that Loche was not a paid informant, Goudarzi said his sexual relationship with Loche was consensual. He is appealing the department’s decision to fire him.

The lawsuit alleges that Goudarzi drugged and raped Loche and forced her to have sex on other occasions “by informing her that she was dependent upon him for police protection, and that he would obtain ongoing funds for her as an informer and would help her obtain a permanent job” with San Diego police.

Goudarzi contends that he paid Loche $300 of his own money--including a $100 personal loan--and never promised her a police job.

“This is a betrayal of our police force,” Loche’s attorney, Selwyn S. Berg, said of Goudarzi. “He abused his authority as a police officer.”
