If, when considering the pros and con of Chief Daryl Gates’ ability to run the LAPD, one concludes he is responsible for the actions of his officers, then reading the FBI’s 1990 list of overall crime in 42 major U.S. cities (Aug. 11) showing Los Angeles in 36th place with only six smaller cities having less per capita crime, does it not follow that Gates must have been doing a great number of things right?
