Chaperones Needed: Unaccompanied teen-agers will be banned from a Paula Abdul concert Thursday in Seoul, Korea, following a fan stampede last week at a New Kids on the Block concert there that caused the death of one girl and left about 50 others injured. The promoter of Abdul’s concert said Thursday that it originally was open to everyone, “but now those below 20 can see the show only if accompanied by an adult who can be responsible for their behavior.”
