SILVER LINING: With the number of AIDS cases topping 2,000 this week, Orange County may qualify for at least $1 million in federal grant funds, says county health official Penny Weismuller. The money, available under a 1990 congressional act, is for cities and states hardest hit by the AIDS epidemic. Orange County will be the fifth metropolitan area in the state to qualify, joining Oakland, San Francisco, Los Angeles and San Diego.
